VIII. Method for the Evaluation of Tender

1. Evaluation of Tender: The Tenderee shall organize a Tender Evaluation Commission for the project and evaluate tender documents responding to the tender substantially in the method of appraisal and marking by experts to determine the final winner.

2 Principle for Appraisal & Marking (comprehensive assessment):

2.1. Moderate quotation; (15 scores for the in-between price and descending linearly to the left and right)
2.2. Moderate schedule of construction; (10 scores for the in-between schedule and descending linearly to the left and right)
2.3. Best quality; (10 scores)
2.4. Best credit; (10 scores)
2.5. Scientific, standardized and specific construction organization and design; (15 scores)
2.6. Advanced, appropriate and scientific project design. (40 scores)

IX. Other Requirements:

1. All building, fitting and accessory materials must be procured after rigorous inspection to relevant state or industrial criteria and after the recognition and agreement of the 1st Party;

2. The construction unit must abide by relevant regulations of the 1st Party and obey the inspection by the Circuit Inspection Group and relevant leaders;

3. As for all designated prices, the 1st Party shall recognize the price as per the quality and make adjustment in the final accounts accordingly;

4. The expenses for pension, the 4 insurances and rated subsidy for ¡°safe and civilized construction¡± shall not be counted in;

IX. Method for the Evaluation of Tender

1. Evaluation of Tender: The Tenderee shall organize a Tender Evaluation Commission for the project and evaluate tender documents responding to the tender substantially in the method of appraisal and marking by experts to determine the final winner.

2. Principle for Appraisal & Marking (comprehensive assessment):

(1) 30% for the design of the construction and operation plan;
(2) 20% for the design of organization and management (Moderate schedule of construction and scientific management);
(3) 25% for quotation and term of payment (Moderate quotation);
(4) 15% for the ability for payment on account;
(5) 10% for qualification and achievements (Grade of qualification and achievements in the last two years).

X. Other Requirements:

1. All building, fitting and accessory materials must be procured after rigorous inspection to relevant state or industrial criteria and after the recognition and agreement of the 1st Party;

2. The construction unit must abide by relevant regulations of the 1st Party and obey the inspection by the Circuit Inspection Group and relevant leaders;

3. As for all designated prices, the 1st Party shall recognize the price as per the quality and make adjustment in the final accounts accordingly;

4. The expenses for pension, the 4 insurances and rated subsidy for ¡°safe and civilized construction¡± shall not be counted in;

5. Tenderers who pass pre-qualification but fail in bidding shall be granted RMB_____Yuan of bid compensation. This compensation shall be paid by the winner first and included in the overhead expenses of project expenses.
